Local Stakeholders Consultation Meeting
Hivos, through its BIRU program, aims to use the income generated from carbon credit for future development in the biogas sector.Therefore, a series of consultations will be done, namely the Program of Activity-Program Design Consultation (PoA-PDC) and Local Stakeholders Consultation (LSC), with relevant stakeholders in Indonesia Domestic Biogas Program such as the Ministry of Energy and Mineral Resources of Indonesia both at national and provincial levels, partners, BIRU users, as well as local and international NGOs working on climate issues.Aim to gather all stakeholders’ opinions and approval about the way IDBP designs the carbon mechanism, the LSC meeting/workshop will be conducted in Jakarta on Thursday, 16 February 2012.
In June 2011, Hivos decided that a project document for Gold Standard Certified Emission Reductions (GS-CERs) had to be fleshed out. This standard of choice would comply with the priorities of Kreditanstalt für Wiederaufbau (KfW), which had initially agreed to finance the carbon mechanism development.
Climate Focus, an independent expert in international and national climate law, policies, project design and finance, was selected by KfW to undertake the first assignment, namely producing a Project Idea Note (PIN).
In October 2011, KfW decided to withdraw its support — it foresaw that the registration process might not be finished before the end of 2012. Hivos then took over the financing aspect and shifted to Gold Standard Verified Emission Reductions (GS-VERs).
The GS-VER registration mechanism will involve a series of consultations, namely the Program of Activity-Program Design Consultation (PoA-PDC) and Local Stakeholders Consultation (LSC), with relevant stakeholders in Indonesia Domestic Biogas Program such as the Ministry of Energy and Mineral Resources of Indonesia both at national and provincial levels, partners, BIRU users, as well as local and international NGOs working on climate issues. A list of other selected stakeholders has been agreed on by Hivos, MEMR, and Climate Focus.
The PoA-PDC will take place by e-mail, while an LSC meeting/workshop will be conducted in Jakarta. The objective of the Local Stakeholders Consultation meeting is to gather all stakeholders’ opinions and approval about the way IDBP designs the carbon mechanism.
The workshop will consist of a number of sessions, namely presentations (about the goal of the meeting; about how IDBP is being implemented; and especially about its practical implications to different stakeholders); question-and-answer; blind sustainable development exercise; and discussions on which monitoring system can best support a sustainable development.
The meeting/workshop will be conducted in Jakarta on Thursday, 16 February 2012, from 09:00 A.M. until 02:00 P.M. Invitations will be spread out by airmail and e-mail, and an announcement will be made in a national daily at least two to four weeks prior to the LSC meeting.
